Kelly Cooper
Executive Director

Kelly is a native Dubuquer. She has been with the council since November 2003. She attended the University of Northern Iowa and received her B.A. in marketing with a minor in graphic communications. Kelly has worked in graphic design in Colorado Springs and in marketing at American Express Financial in Minneapolis.
Her primary responsibility is to direct and manage the Labor-Management Council's goal of improving the economic environment of the tri-state area through progressive labor and management leadership. She also coordinates labor-management programs and events throughout the year.
Kelly is also a member of the Dubuque Works Initiative board of directors. She is responsible for changing the perception of the skilled trades in the Dubuque area and educating the youth about career opportunities.
Kelly and her husband Mark have two children, Katrina and Brady.
Richard Running

Running - a Cashton, Wisconsin, native - brings with him 31 years of experience dealing with labor-management relations from a variety of perspectives.
Running left his position with the United States Department of Defense to join the Dubuque Area Labor -Management Council in October 2007. Prior to the DOD, Running directed the Department of Workforce Development under Iowa Governor Tom Vilsack for seven years. From 1995 to 1999, Running was appointed by the President of the United States to work for the US Secretary of Labor in Kansas City.
From 1981 to 1995, he was a State Senator and Representative from Cedar Rapids while also serving as a business and industry trainer and program director at Kirkwood Community College. Running is a Vietnam Veteran and a University of Wisconsin-La Cross Graduate.
One of his first jobs was in the quality assurance unit at Wilson Foods (later Farmstead Foods). There, he organized workers and negotiated contracts for the United Food and Commercial Workers and later represented management in contract negotiations. This tenure was interrupted for nine months in 1978, when Running worked as a labor liaison on the district staff of U.S. Representative Michael Blouin.
Running and his wife of 42 years, Joan, have four adult children and four grandchildren.
Megan Starr
Program Specialist

Megan Starr is the Program Specialist for the Dubuque Area Labor Management Council. She previously worked for DALMC in the capacity of Marketing and Events Coordinator. Megan received a B.A. in Community Development from The Evergreen State College in Olympia, Washington in 2006.
Megan assists the Executive and Assistant Directors with the successful implementation of new DALMC programming and FMCS grant administration.
